In 1983 Peter Mocco developed the first major downtown Jersey City non-subsidized market rate townhouse project in 40 years. The Village Townhouse Estates, located in the Village Section of downtown Jersey City, was an instant success, and spawned such developments as Newport, Harborside and Dixon.

Sensitive to the historic fabric of downtown and the need to preserve it, from 1983 to 1990 Peter became one of the most prolific redevelopers of market rate historic residential buildings in downtown Jersey City. Peter and Lorraine Mocco have restored over 25 downtown historic buildings.

The Moccos are involved in many aspects of residential development, including assisted living and nursing home residences. In 1987, they built the first and only 250 bed nursing home, Hamilton Park Health Care Center, in downtown Jersey City. In 1993 they developed the largest and most successful sub-acute step-down hospital as part of the Hamilton Park Campus in Jersey City. In 2002 Peter and Lorraine built the largest assisted living facility in Jersey City, The Atrium at Hamilton Park. And recently they opened a state of the art dialysis center at the same facility.

It was in 1984 that Peter first envisioned the potential of Liberty Harbor. It is located on 2,500 feet of waterfront in the lower Hudson Bay, provides a magnificent view of New York Harbor and is located between two great historic districts: Paulus Hook and Van Vorst Park. It is the perfect size and location for a new vibrant section of downtown Jersey City. The new Light Rail system runs through Liberty Harbor with two convenient locations on the site. The new Liberty Hospital, and the new elementary and middle schools are literally across the street (Jersey and Grand Streets). N.Y. Waterway's ferry stop to Manhattan is also on the waterfront site. Peter and Lorraine have envisioned Liberty Harbor as having all the charm, feel and urban conveniences of a historic neighborhood, and at the same time, having all the modern technologies, transportation advantages, schools, health care facilities, parking and safety of the finest community on the east coast.

Urban scholars and planners are unanimous in their praise for Liberty Harbor. Whether you call Liberty Harbor a 'New Urbanist Community' or a 'Transit Oriented Development,' or just a great neighborhood to live in, all agree it is setting new standards and raising the bar for urban living.
